A community-driven re-granting model that moves climate and disaster money directly to Pacific frontline communities on the vouching of a trusted local node partner, with no formal proposal required.

- Open to community organisations, village committees, women's collectives, youth-led and disability-led groups, faith networks, national NGOs and civil society networks. Formal registration is not required, but the applicant must be based in an eligible country and connected to a PICAN node partner who vouches for the request. Phase 1 covers Vanuatu, Kiribati, Solomon Islands and Tuvalu. A university cannot substitute for the node relationship.
