- Applicants must be non-profit community associations ("associações comunitárias, sem fins lucrativos, devidamente constituídas, ativas") with an annual institutional budget not exceeding R$500,000 in 2025, with current institutional documentation filed through the CasaDigital platform. Groups without a CNPJ (Brazilian legal registration) may apply through a registered Partner Organization. One project per organization.
