- Applicant must be a 501(c)(3) or have a US-based fiscal sponsor; for grantees in Palestine or Israel a US-based fiscal sponsor or registered Israeli NGO status is accepted. Annual organizational budget must be under $1 million. Activities must occur within one year and may not be religious activity, lobbying or election campaigns.
