Eligibility
Requests are made to the region's own council, not to a statewide competition; each of the 19 ROACs sets its own process and primary contact. Applicants are in practice local governments and their partner or implementing organizations within that region. A university is not a general-eligibility applicant class — a researcher normally enters as an evaluation partner named in a local government's or provider's regional request, and must have a presence in that region.
