The partnership version of the small business programme: a US small business applies jointly with a non-profit research institution, which is the route by which a university social work researcher can lead the science. Current parent announcement is PA-27-102.

- Eligibility
- Applicant is a US for-profit small business (500 employees or fewer) more than 50% owned and controlled by US citizens or permanent residents — venture capital / hedge fund / private equity ownership is NOT permitted under STTR. A formal partnership with a non-profit research institution is required: at least 40% of the work by the small business and at least 30% by the research partner. The PI may be employed by either the small business or the partner institution. Work must be performed in the United States.
