Higher education institutions, nonprofits with 501(c)(3) status, for-profits, small businesses, and state, local and tribal governments may apply. Foreign organizations cannot apply directly, though U.S. organizations may include non-domestic components (which must obtain an NCAGE rather than a CAGE code). This is a team mechanism — a single investigator cannot apply, and at least three interrelated projects are required, so a social work researcher typically enters as a project leader or core director on an institutional application rather than as the overall PI.
