- U.S.-based researchers and educators at U.S.-based institutions: academic institutions, non-profits, federal agencies, FFRDCs, state/local/tribal agencies, and startups or small businesses holding federal grants. Graduate students may apply with a faculty support letter. An institutional email address is required; personal addresses such as Gmail are not considered.
