- Higher education institutions, nonprofits, for-profits, government and tribal entities are all eligible, and foreign organizations may apply. Any individual with the skills and resources to carry out the work may serve as PD/PI, with no citizenship requirement. Standard NIH registrations apply (SAM, UEI, eRA Commons). Because the R03 cannot be renewed and is capped at two years, it is meant for a discrete question, not an ongoing program of work.
