Open to formal or informal civil society organisations, groups and social movements — registration is not required — that face urgent or escalating threats to civic freedoms and whose participants are at high risk. Excludes individual assistance, medical treatment, stipends and relocation. A university would not be a natural applicant; partner with a civil society grantee.
