Massachusetts-based 501(c)(3) nonprofits, or applicants using a qualifying fiscal agent. Priority goes to organizations with annual budgets under $500,000, groups serving underrepresented AAPI communities, and first-time applicants — which effectively rules out a university as applicant. Projects primarily benefiting communities outside Massachusetts are ineligible; event sponsorships, capital campaigns, endowments and religious activity are excluded. Up to three consecutive years of funding, then a one-year pause.
